Colonel Assoc. Prof. Libor Kutěj, Ph.D.

Curriculum vitae

Born in Frýdek – Místek, Czechoslovakia on 29th July 1967, Libor Kutej graduated from the Faculty of Mining and Geology of Technical University in Ostrava earning Inzenyr (Master of Science) degree in Mining and Geology in 1990 and from Metropolitan University Prague earning Master of Science degree in International Relations and European Studies in 2011. He completed his doctoral degree in Defence Studies at the Faculty of Military Technology of University of Defence in Brno in 2005. In 2021 defended his habilitation thesis and was appointed Associate Professor degree in „Forces and Population Protection“ field.

Among other professional courses, he completed a diplomacy course at the Royal Jordanian National Defence College in Jordan and a course in political reality and diplomacy at the Lauder School of Government, Diplomacy and Strategy at IDC Herzliya, Israel.

In 2007, he graduated (cum laude) from the General Staff Course at the University of Defence in Brno.

Since 1992, he has worked for state administration, firstly under the Ministry of Interior and since 1996 under the Ministry of Defence. From 1996 to 2019 he worked for Military Intelligence Service at various positions. He served as Deputy Director of Military Intelligence from 2007 to 2009. From 2009 to 2012 he was appointed the Defence Attaché of the Czech Republic to Israel. In the period of 2012 – 2015 he held the position of Director of Military Diplomacy Department of the Ministry of Defence of the Czech Republic. Between 2015 – 2019, he was the Defence Attaché of the Czech Republic to Jordan. 

He is entitled to wear six ministerial decorations, ten departmental medals and the Medal of Service of Israel Defense Forces.

From 1st February 2019 to 30th June 2022, he was appointed the Head of the Department of Intelligence Support of the Faculty of Military Leadership of the University of Defence in Brno. Since 1st July 2022 he has been appointed the director of the Institute of Intelligence Studies in university structure.

His lectures and publishing activities focus on the military intelligence issues, politico-military and security context in the Middle East and East/South East Asia.
